The City of Tulare hired an At-Risk CM and, after construction had begun, hired CMCS to serve as Agency CM in order to ensure the timely completion of the project. The project included construction of a new City library, City Council Chambers and additional meeting rooms. Original contracted construction cost: $12 million.
